One of the problems I see with the Chancellor's loan scheme is how will it apply to exisiting house owners who might wish to upgrade to a new build. Will there be a market for their existing house? Will whoever may be interested in buying the existing house be able to borrow the money? Where from? Without such a sale the purchase of the new build cannot happen.
