That's an interesting take on it. I didn't know Japan did not have a welfare system. I do remember reading quite a while ago about Japan's extraordinary growth after the devastating atomic bombs. As far as i'm aware, the head of state introduced a health care system and a pension system after the war to deeply incentivise people to get into work. With the people feeling work would offer such attractive benefits, employment shot up thus Japan was able to grow at an astonishing 10% year on year for a whole decade, propelling them to become the second largest economy until China recently. Having such a system without welfare may seem harsh, but the results speak for themselves as per your post regarding modern day Detroit and Hiroshima.
