I was reading that the Goverments break even price in Lloyds had reduced to 63.5p as a result of payments they have given to the Gov in relation to the bail-out funds, if this is the case then i assume...

The reason why the break even for lloyds is at that price is because lloyds paid 2.5bill for the APS fees.

The issue though is that Lloyds never actually entered the scheme. They initially planned to which gave investors more confidence over their toxic loan side however they decided they didn't need it....
