You do make some valid points. This is probably one of the hardest acts to balance in a capitalist society. One would think on paper Labour would help the less fortunate in life. In reality quite the opposite occurs. The problem is, under such a government, it's the less well off who take liberties with a system that tries to help the ones that really do need help. Under such governance, more and more revenues are taken out of the treasury to fuel people who have come to understand that rather than work hard and make the right sacrifices, their better off abusing an ever growing welfare system. It becomes counter productive. Many feel conservatives favour the rich with their tax schemes and toff's. However the conservative attitude is one where yes the rich get richer. But it's not about the poor get poorer, it's about the poor have a chance to get rich too, provided they work hard and aspire to climb upwards. If people have an attitude whereby because of bad circumstances and as a last resort they need state handouts to survive with the intention of working at the first opportunity and coming off welfare, then this country would be in a far better state. That can only happen with a more tougher welfare system that's determined to get people into work, not the other way round.
